Resolutions:
i) Motion: To change the monthly dues amount from a fixed dollar amount ($3) to a fixed percentage (0.0008%). Should
a surplus arise from this change, the surplus amount will be allocated to the contingency fund and the dues amount will
be re-evaluated at the next annual meeting.
Rationale: A percentage based dues amount allows the Local dues to increase slightly when our salaries increase, which
will assist in keeping up with inflation. Any budgetary surplus resulting from higher salary classifications contributing
slightly more than previously will assist in the bringing the contingency fund back to ideal operating levels after several
years of deficits.

By-Law Amendments:
i) Motion: Replace the title “Chief Shop Steward” with “Lead Shop Steward” in all instances of the by-laws where it
appears.
Rationale: To respect the importance and historical significance of the role of Chief in Indigenous communities.

ii) By-Law #6 – National Executive
1. The National Council and National Executive shall be composed as required by the Constitution of the Public
Service Alliance of Canada.
Motion: Remove this entire by-law
Rationale: The National Council and Executive are outside of the scope of the local. This has no bearing on our local and
so should not be in our by-laws.

iii) By-Law #7 – Form of Organization
5. The Executive of this Local shall consist of the President, 1 st Vice-President, 2 nd Vice-President, Secretary, Treasurer,
Chief Shop Steward and Health and Safety Officer. By the decision of the annual meeting, after notice has been sent out
with the notification of this meeting, additional officers may be added to this Executive.
Motion: To add the additional text below.
5. The Executive of this Local shall consist of the President, 1 st Vice-President, 2 nd Vice-President, Secretary, Treasurer,
Lead Shop Steward North, Lead Shop Steward South, and Health and Safety Officer. By the decision of the annual
meeting, after notice has been sent out with the notification of the meeting, additional officers may be added to this
Executive.
Rationale: The geographic area of the Local is expansive. It is difficult for one individual to fully support all areas of the
Local.

iv) By-Law #8 – Duties of Officers
Chief Shop Steward
1. The Chief Shop Steward shall interpret and enforce all collective agreements between the P.S.A.C. and the Treasury
Board affecting this Local’s members.
2. Shall be responsible for all grievance procedures embarked upon by members of this Local.
3. Shall be responsible for the goods and welfare of all members in their dealings with management.
4. Shall organize and meet with all shop stewards of this Local at regular intervals.
5. Shall be the officer through which all other shop stewards will report.
6. Shall be official spokesman on behalf of the Local in all dealings with employee-management matters.
Motion: To split the Chief Shop Steward position into two geographically representative positions.
Lead Shop Steward North
1. The Lead Shop Steward North shall interpret and enforce all collective agreements between the P.S.A.C. and the
Employer affecting this Local’s members that work in Delta, Richmond, Tsawwassen, Coquitlam, Port Coquitlam,
Port Moody, New Westminster, Burnaby, Vancouver, and encompassing areas.
2. Shall work closely with the Lead Shop Steward South in all matters to ensure consistency in the delivery of the Lead
Shop Steward roles.
3. Shall be responsible for all grievance procedures embarked upon by members of this Local.
4. Shall be responsible for the goods and welfare of all members in their dealings with management.
5. Shall organize and meet with all shop stewards of this Local at regular intervals.
6. Shall be the officer through which all other shop stewards will report.
7. Shall be official spokesman on behalf of the Local in all dealings with employee-management matters.
Lead Shop Steward South
1. The Lead Shop Steward South shall interpret and enforce all collective agreements between the P.S.A.C. and the
Employer affecting this Local’s members that work in Langley, Surrey, White Rock, Maple Ridge, Abbotsford,
Mission, Chilliwack, and encompassing areas.
2. Shall work closely with the Lead Shop Steward North in all matters to ensure consistency in the delivery of the Lead
Shop Steward roles.
3. Shall be responsible for all grievance procedures embarked upon by members of this Local.
4. Shall be responsible for the goods and welfare of all members in their dealings with management.
5. Shall organize and meet with all shop stewards of this Local at regular intervals.
6. Shall be the officer through which all other shop stewards will report.
7. Shall be official spokesman on behalf of the Local in all dealings with employee-management matters.

v) By-Law #11 – Finances
4. This local shall pay an honorarium to the Secretary and Treasurer, the amount to be set by membership in the budget.
An expense account not to exceed one hundred dollars ($100) shall be available to the President during the fiscal year.
Motion: To remove this entire sub-section and replace with the sub-sections below. This will result in a dues increase of
$2.80 per member per month, or 0.0007% if we change to percentage-based dues.
4. The local shall cover the loss of salary and travel expenses for the Chief Shop Steward(s) to a maximum of fifteen
working hours per quarter, which must be used in the quarter or lost, in an amount not to exceed $4,000 per annum.
The expenses claimed must be pre-approved by the Local Executive and must be used for completing the duties of the
Chief Shop Steward role within the local. A written report for all expenses must be submitted to the Local Executive and
recorded in the minutes quarterly.
5. The local shall cover the loss of salary and travel expenses for the President to a maximum of one working day per
month, which must be used in the month or lost, in an amount not to exceed $5,000 per annum. This expense may be
transferred or split with other local officer positions at the discretion of the President in order to ensure all Local Officers
can complete their assigned duties. The expenses claimed must be pre-approved by the Local Executive and must be
used for completing the duties of the President or assigned officer role within the local. A written report for all expenses
must be submitted to the Local Executive and recorded in the minutes quarterly.
Rationale: Allows the Chief Shop Steward and President more opportunity to reach out to the membership and fully
complete their roles during key business hours. Reports must be submitted for transparency to all Local members.

vi) By-Law #15 – General
1. Subject matter shall be maintained for periods established by the National Executive.
Motion: Remove this sub-section
Rationale: This sub-section has no context and offers no substance to the by-laws.
